Agenda Setting for Public Health Policy in South Korea : A Comparison of National Immunization Subsidy Program and Tobacco Control Policies Based on WHO FCTC

Abstract
Objectives: This study aims to identify political reasons why the a particular policy was set as an national agenda yet another not with the comparative case of two health policies in South Korea: the issues of National Immunization Program(NIP) subsidy program and tobacco control policies based on World Health Organization Framework Convention on Tobacco Control(WHO FCTC).

Methods: To compare the two health policies, we used a modified model of Kingdon¡¯s multi-stream theory, which was composed with five political streams: organizational politics; symbolic politics; economic politics; scientific politics; and politician¡¯s politics. We examined a hypothesis that all the five political streams favored the NIP subsidy program over tobacco control policies based on WHO FCTC.

Results: The NIP subsidy program had advantages to be set as an national agenda in all the five political streams than tobacco control policies based on WHO FCTC. Despite successful establishments of the both policies in problem stream and policy stream, first four political streams favored the NIP subsidy program, which led politician¡¯s politics to favor the NIP subsidy program rather than for tobacco control policies based on WHO FCTC.

Conclusions: An Advocacy coalition is needed to be favored in the political streams for successful implementation of the tobacco control policies based on WHO FCTC.
